As part of our partnership with the NYC DCAS Division of Energy Management (DEM), CUNY BPL has assembled several measurement guides for evaluating pre- and post-retrofit conditions of common retrofits associated with DEM-funded energy efficiency for agency use. Below are 10 of such guides that we have created for the following systems:
- AHU Fans
- Air-Cooled Chillers
- Boilers
- Secondary Chilled Water Pumps
- Cooling Tower Fans
- Demand Controlled Ventilation
- Lighting
Additionally, a single appendix document is available which describes step-by-step how to set up and deploy each measurement tool as well as more detailed calculation methodologies for each system.
Each guide includes general information about the system (including key variables to measure), a guide for how to determine the measurement strategy and tools needed, general calculation methodology for determining annual energy consumption of the system, recommendations for best reporting practices, and a Beta version calculation tool that can be used to estimate annual consumption of the system.
The guides should be used to support the recommended measurement approach displayed in the measurement flowchart above. City agencies have access to customized coaching for collecting these measurements or using the calculation tools associated with each guide and system. The measurement process flowchart highlights steps where coaching may be most beneficial.
City Agencies are encouraged to reach out to BPL with any questions about these documents. To schedule a coaching session or discuss a project, please contact us at mvcoaching@cunybpl.org.

Lighting Measurement Guide: Dedicated Panelboard with Automatic Controls
This guide describes the measurement approach for quantifying avoided energy use associated with retrofitting lighting systems with automatic controls, which are on panelboards that serve lighting loads only. The system may either have integrated control at the panelboard or distributed control, where controls replace manual wall switches in the occupied space and are frequently coupled with wireless occupancy sensors.

Lighting Measurement Guide: Dedicated Panelboard without Automatic Controls
This guide describes the measurement approach for quantifying avoided energy use associated with retrofitting lighting systems without automatic controls, which are circuited on panelboards that serve lighting loads only.

Lighting Measurement Guide: Mixed Panelboard with Automatic Controls
This guide describes the measurement approach for quantifying avoided energy use associated with retrofitting lighting systems with automatic controls, which are on panelboards that serve lighting loads other electrical loads (e.g., receptacles, equipment, etc.). The system may either have integrated control at the panelboard or distributed control, where controls replace manual wall switches in the occupied space and are frequently coupled with wireless occupancy sensors.
